Why can’t I edit text in a scanned PDF?

You open a scanned contract, click on a number, and nothing happens. No cursor, no editor, no selection. The page looks like a document and behaves like a photograph.

It behaves like one because that is what it is.

Three kinds of page that look alike

Text pages. The characters are in the file as text, with fonts and positions. You can select them, search them, and edit them.

Scanned pages. A scanner or a phone camera produced one image and the PDF wraps it. Every word on screen is part of that image. There is nothing to click, because there is no text — only pixels arranged to look like some.

Scanned pages with a hidden text layer. Many scanners run text recognition and store the result invisibly behind the image, so the page can be searched and copied while still showing the original scan. The text is there; it is just not what you see.

How to tell which one you have

Try to select a word by dragging across it. If a selection highlight appears, the page has text — either real text or a hidden recognised layer. If the drag does nothing, or if it selects the whole page as one block, you are looking at an image.

Copying also tells you a lot. Paste into a plain text box: real text arrives as characters, a scan arrives as nothing.

What can be done today

Editing works on the text that is actually in the file. On a page that carries only an image, there is nothing for a text editor to take hold of, so PDF Edit does not pretend otherwise — it will not rebuild the page and hope the result resembles the original.

What still works on a scanned page: anything you add sits on top of the scan as usual — a signature, a note, a mark, a box that covers something. What can be done to the scanned image itself depends on how that particular PDF is put together, and the editor shows which of those actions are available for the page in front of you.

Some scanned files, as above, already carry a hidden searchable layer. When a document has one, there is more information available about where the words are than the picture alone would give.

Making more of a scanned document editable is an open piece of work here, and a hard one. It is being looked at carefully rather than announced with a date. Until that work lands, the honest description of a scanned page is the one at the top of this article.
